The Position Paper on Police System in Pakistan explores weaknesses of the existing police system; challenges of modernising an outmoded institutional framework; regional and international good practices in the police system; and proposes a set of recommendations and policy alternatives to serve as a basis for informed discussion amongst subject experts, practitioners, analysts, policy makers, legislators and other key stakeholders.

This Paper has been developed as part of PILDAT�s initiative on Reforming Police, Prosecution System and Free Legal Aid Services in Pakistan. Under this initiative, PILDAT formed a six-member Committee of Expert on Rule of Law � Police, Prosecution and Free Legal Aid. The Position Paper on Police System of Pakistan is authored by Dr. Muhammad Shoaib Suddle, Member of Committee of Experts on Rule of Law (Police), and Former Inspector General (IG) Police of Sindh and Balochistan.

�Reforms in Rule of Law in Pakistan� is supported by Development Alternatives Inc. (DAI) under the Enhanced Democratic Accountability and Civic Engagement (EDACE) project.
