Legislative Strengthening Workshop for MPAs of Sindh
June 19-20, 2004

PILDAT held a two-day workshop for the MPAs of Sindh under the title of Provincial Budget Process on Saturday June 19 � Sunday June 20, 2004 at Sheraton Hotel, Karachi as part of �Strengthening National and Provincial Legislative Governance in Pakistan� to prepare members of the Provincial Assembly to effectively review and analyze the budget before its approval.

 
 

The workshop was attended by 47 MPAs, of six parties including PPPP, MQM, MMA, PML (F), PML (Q) and NA.

 
 

Mr. Syed Sardar Ahmed, Provincial Minister of Finance of Sindh presided over the first session on day one and he also spoke about �Conditions and Factors Influencing the Budget� while special comments were given by Mr. Syed Muzaffar Hussain Shah, Acting Governor Sindh and Speaker, Provincial Assembly of Sindh. Mr. Nisar Ahmed Khuhro, Leader of the Opposition, Sindh Assembly presided over the second session of the first day in which Dr. Qazi Masood Ahmed looked at the �Variations in Budget Allocation over the years�. Mr. Syed Naveed Qamar, MNA and Former Finance Minsiter presided as Session Chair on the second day. Dr. Abul Hassan Najmee, Dean - Faculty of Law, University of Central Punjab and Former Secretary Provincial Assembly of Punjab discussed the �Responsibilities of the MPAs relating to the Provincial Budget Process�. The topic of the second session was �Fiscal Autonomy and Federalism� that comprised Dr. Salman Shah, Member Provincial Finance Committee � Punjab, Dr. Syed Ashraf Wasti, Research Economist � Universtiy of Karachi, Mr. Ghulam Mohayuddin Marri, Chief Economist � Planning and Development Department � Government of Balochistan and Mr. Abdullah, Chairman � Public Service Commission, NWFP. Towards the end of the day, Mr. Mujeeb ur Rehman Shami, Chief Editor, Daily Pakistan presented the National Overview of Fiscal Autonomy and Federalism before concluding remarks by Mr. Syed Sardar Ahmed, Provincial Minister of Finance, Government of Sindh.

 
 

All sessions were followed by an active Q&A session that provided a forum for debate and exchange of relevant ideas between speakers and the participating audience. The session proceedings were conducted both in Urdu and English.
